01 · What matters to you

Success means real projects, not contacts.

"For us, a lead is not a contact. It is a proposal or RFP for a real project."

Your team's words, in the walkthrough feedback
What we count
Real projects you can bid for
Tenders, prequalifications and RFPs, and requests for quotation from contractors who need a camp.
How it is held
In the agreement, every week
This definition is written into the agreement, and every weekly report counts against it.
02 · The problem

Today, your biggest opportunities are found late, or not at all.

How it works todayWhat it costs Tamimi PEB
Found through contacts and the pressNews of a large award often arrives weeks late, after competitors have called
Notices spread across many portalsHundreds a day, mostly in Arabic. Relevant ones are easy to miss
Camp needs that are never tenderedWhen a contractor wins a big job, its camp need is nobody's job to track
Research repeated, never recordedHours per company, redone by the next person, lost when people leave
Guessing who decidesThe first call often reaches the wrong person
Misses nobody seesAn opportunity nobody noticed never shows up as a loss, so it is never fixed

The result: arriving after the quote request turns a conversation into a price contest. We will confirm this picture with your team in the first weeks.

02 · The research

First, we tested where the opportunities come from.

Etimad tenders289,805 on record, 212 contracting tenders in the last month
Etimad prequalifications7,743 notices, current to the test day: the earliest formal sign of a large project
Listed-company disclosuresContract awards with values, from companies listed on Tadawul
Bahrain Tender Board50 open tenders when we tested, in English
Etimad, daily monitoringRun under your supplier access, in line with Etimad's terms of use
Giga-project vendor portalsNEOM, Red Sea Global, Qiddiya, Aramco and ROSHN show tenders only to registered suppliers
Tender documentsBought by your team when it decides to bid, as today
What it means
Like a professional news or database service: Tamimi PEB signs up with the provider, and the desk connects to it
Why in your name
You own the account and the data, and keep both whatever happens
Who pays
You pay the provider directly, at its own price, outside the program budget. We advise, set up and connect them by month 4
Saudi project pipeline dataProject owners, contractors and stages, often before a tender exists
Company and contact dataWho decides at each company, every name confirmed by a person
World BankNo notices for Saudi Arabia or Bahrain
Islamic Development BankSaudi notices are consultancy, not construction
Oman Tender BoardNo public tender list
LinkedInIts terms forbid automated collection, so we never scrape it
Why the desk is built this way. No single source carries it. Opportunities come through several independent routes, and from week 6 our analysts work them by hand, so your results never wait on one source or on the software.
02 · The solution

The Opportunity Desk: four engines, one system, one weekly list.

Reads every tender and prequalification daily, in Arabic and English. Shows only what fits Tamimi PEB, with eligibility checked and a deadline countdown.Solves: late finds, notices easy to miss
Spots when a contractor wins a large job, estimates the workforce and the camp it will need, and tells you who to call, while it is still a conversation.Solves: camp needs that are never tendered
One living file per contractor and developer: what they have won, what they are building, who decides, and their history with you.Solves: repeated research, the wrong contact
Follows your existing clients and programmes, and warns early of new phases, delays and changes.Solves: misses and changes nobody sees

03 · Results first, then the full system

Real opportunities from week 6, before the system is finished.

We built this into the program for two reasons: you need results now, and the system should be proven on your real work before your team relies on it.

What arrives every week
A short list of real opportunities
Tenders, prequalifications, and contract awards that create a camp need. Each one researched, checked for fit and eligibility, sized, with its deadline and a recommended next step.
Why our team finds them
Searching is our full-time job
Every relevant portal, read every day in Arabic and English, plus the contract awards and company announcements your team rarely has time to follow.
What it changes for your team
Time spent bidding, not searching
Your team focuses on bids and clients. Your feedback on each opportunity teaches the system exactly what Tamimi PEB wants.
03 · Results first, then the full system

Build the four engines and the platform, tested on real work as they go.
Adoption and enablement
Specialists
Train your team, run the readiness gates, and support you after go-live.

About 3,280 hours of specialist work in the first year, shared across all four teams, under one contract, with one accountable partner.

04 · How you use the desk

No credits, no meters. Use the desk as much as you need.

We heard that last time, the credit system got in the way of your team using the platform. This time it does not exist.

Last time
This time
Credits allocated to each user
→
No credits, no per-user limits. The desk serves every user in your team.
Using more could mean paying more
→
One monthly price. The price never changes, however much your team uses the desk.
Limits discovered while working
→
Nothing by surprise. Before an unusually large request runs, you see a preview. Any change to your service is discussed with you first, and never billed by surprise.
04 · The desk can grow with you

The Core desk includes everything you need. You grow only if you choose to.

Where you start

Core desk

Everything in this proposal
  • All four engines
  • Real opportunities every week for your team
  • Saudi Arabia coverage
  • Our oversight team, support and updates
  • A monthly performance review
If you choose to grow

Extended desk

When you want more teams on the desk
  • Up to three of your teams, for example estimation and key accounts
  • A dedicated analyst on our side for deeper research, contacts and first drafts
If you choose to expand

Regional desk

When you enter new markets
  • All your teams
  • Two dedicated analysts on our side
  • International coverage
  • Proposal and estimation support
Only three things change the level
1More of your teams served
2More of our specialists on your desk
3More markets or capabilities

How much your team uses the desk never changes the level, or the price. Higher levels are discussed together from month 9.

04 · How we work together

One request: thirty minutes a month, you and me.

Why
A strategic program needs its owner informed
Your team runs the program day to day. You should never depend on second-hand summaries of an initiative you have approved and invested in.
What
One CEO and GM meeting each month
30 to 60 minutes: progress, results, roadblocks, decisions and direction.
RoleWhoWhat it means
Executive SponsorMr. Amir YarStrategic direction and decisions; 2 to 4 hours a month, including our monthly meeting
Program OwnerMr. Danish KirmaniLeads the program day to day with our team
Named participantsYour nominated teamReview the weekly opportunities, trained and assessed before they receive access
04 · Four readiness gates

Your team is ready when the system is.

Last time, a system arrived before the team was ready to use it. Four checkpoints, with training at every step, make sure that cannot happen again.

Gate 1 · when
Commitment
Week 2
What it checks
The right people are named, their time is booked, and we have the records we need.
How we prepare your team
A kick-off, and a one-to-one session with each person to understand their starting point.
Gate 2 · when
Foundations
End of month 2
What it checks
Your team knows the full program, its own role and responsibilities, where we are and what comes next, and is giving feedback on the first weekly opportunities.
How we prepare your team
Two workshops on working with the desk and its weekly rhythm, reference materials, and practical exercises.
Gate 3 · when
Working rhythm
End of month 4
What it checks
The weekly review runs like a well-oiled machine: on time, judged correctly, with useful feedback. Everyone knows what to do and why.
How we prepare your team
Two more workshops, a weekly practice review on real opportunities, and direct feedback from our team.
Gate 4 · when
Go-live readiness
Month 6
What it checks
Each person can use the system on their own before they receive access.
How we prepare your team
Hands-on sessions on the finished system, and training for your administrator.

The requirements for each gate are shared with your team in week 1. If a gate is not met, only the work that depends on it waits; everything else continues.

Why boutique firms cost less. Larger firms fund large offices, global brands and layers of junior staff, and pass those costs to their clients. A boutique firm is lean and senior: you pay for expertise, not overhead.

Rates are in each report's currency. Alice Labs publishes day rates (€2,000–4,000 and €4,000–8,000+), shown here per hour on an 8-hour day.

05 · What the market charges

Tamimi PEB competes for contracts worth hundreds of millions of riyals each. That places it among the mid-size to large companies highlighted above. Accenture alone booked $5.9 billion of generative AI work in fiscal 2025 6.

05 · How this work is priced

In our field, the price follows the people the work needs.

Any outside firm would take three steps, and charge for each. For Tamimi PEB, the first two are already done.

What it involves
Learning your markets, your buyers, and how your team finds and wins work
Usually
A paid discovery phase, before any proposal
For Tamimi PEB
Largely in place, from our year of working together
What it involves
Testing which sources work, designing the four engines and the delivery plan
Usually
Part of that paid discovery phase
For Tamimi PEB
Done. It is the proposal you have reviewed
What it involves
About 3,280 hours of specialist work in the first year
Usually
Priced at the firm's full hourly rates
For Tamimi PEB
On partner terms, on the next slide

Steps 1 and 2 usually take about 320 hours of specialist work, including research, analysis and the design of the program. For Tamimi PEB, they are already completed.

05 · Your investment, on partner terms

Your 12-month budget, at 47% below its market value.

Your blended hourly rateAcross our whole team: €431,000 ÷ 3,280 hours€131 an hour
Why these terms. They rest on a long-term partnership with the Tamimi Group, explained on the next slide. The terms apply to the program as proposed, in full.
05 · Why the partner terms make sense

The partner terms are a fair exchange between two businesses.

What we give
−€389,000
Off the market value of the 12-month program, a blended rate of €131 an hour across our whole team.
⇄
What we ask in return
Two introductions in 12 months
Introduction 1Months 1–6
Introduction 2Months 7–12
A meeting between our leadership and the leadership of another Tamimi Group company, arranged by you. A meeting only, never a commitment to buy.
Why this makes business sense for us
Winning a new client of this size usually takes us months of meetings, research and proposals. Your introductions save us that cost, and the discount passes the saving to you now, in the first year.
A program proven on your own numbers shows the next Tamimi Group company exactly what to expect. That makes the first program worth more to us than its fee.
The €820,000 market value uses €250 an hour, the cheapest boutique rate. At a typical boutique rate of €375 an hour, the same 3,280 hours are worth about €1.23 million. The €389,000 discount is real, and if anything it is understated.
05 · How it is paid

Paid in steps, as the work is delivered and the results are proven.
